Programme Manager – Community Stabilisation

About the role

The International Organization for Migration is seeking a senior Programme Manager to lead the Community Stabilisation portfolio in Somalia. The role oversees the integration of two flagship projects funded by the EU and the UK, ensuring coordinated implementation and alignment with government priorities.

Key responsibilities

• Oversee development and implementation of the Community Stabilisation programme, managing administrative, operational and financial aspects of EU‑INTPA and FCDO flagship projects.
• Provide operational management, technical supervision, mentorship and capacity‑building to programme staff, supporting strategic resource allocation.
• Establish and maintain strong relationships with UN agencies, humanitarian organisations, government counterparts and community interlocutors.
• Identify emerging priorities, design new projects and activities based on results frameworks, donor interests and government needs.
• Ensure timely, high‑quality preparation and submission of programme reports, updates and briefs to donors and stakeholders.
• Oversee the monitoring and evaluation framework, develop tools and SOPs, and track progress against strategic objectives.
• Guarantee compliance of programme documents, budgets and M&E plans with IOM policies and donor contractual requirements.
• Coordinate production of visibility and communications materials in collaboration with the Public Information Officer.
• Represent IOM at donor and partner meetings, briefings and conferences to promote programme impact and mobilise additional resources.
