Shelter & WASH Technical Officer – Jowhar, Somalia

About the role

The Shelter and WASH Technical Officer will lead the technical implementation of NRC’s infrastructure projects in the South Area Office, Jowhar. The role involves designing, assessing and supervising construction of community assets such as markets, footbridges, river embankments, boreholes and water supply systems, working closely with partners, government stakeholders and local communities.

Key responsibilities

• Lead technical assessments, engineering design and construction supervision for Shelter/WASH projects under the KOBAC and SHF programmes.
• Develop cost‑effective, climate‑resilient and flood‑adapted solutions for riverine infrastructure along the Shabelle River.
• Prepare and manage tender documentation, evaluate bids and recommend contract awards.
• Provide day‑to‑day technical supervision of construction, drilling and water system installation, ensuring compliance with designs, donor requirements and NRC standards.
• Maintain comprehensive project documentation, including designs, as‑built drawings, BOQs, site diaries and quality assurance records.

Required profile

• University degree in Water Engineering, Civil Engineering, Environmental Engineering or Hydrology.
• Minimum 3 years of relevant experience in WASH and Shelter projects within humanitarian or recovery contexts.
• Fluency in English (written and verbal) and knowledge of Somali.
• Experience working in complex, volatile environments, preferably in Somalia.

Required skills

• AutoCAD and WaterCAD (or other civil works design software).
• Hydraulic design, borehole drilling supervision and water quality testing.
• Preparation of Bills of Quantities (BOQ) and technical drawings.
• Topographic and hydrological surveying, structural and hydraulic calculations.
• Procurement, tendering and contractor management.
