Monitoring, Evaluation & Research Specialist (Junior) – Higher Education Project

About the role

We are seeking a Monitoring, Evaluation & Research Specialist (Junior) to join the core team of the EU‑funded Higher Education System Strengthening Project II in Somalia. The role will support the design, implementation and reporting of M&E activities to enhance coordination, regulation and sustainability of higher‑education interventions.

Key responsibilities

• Develop and maintain monitoring and evaluation frameworks aligned with EU donor requirements.
• Conduct baseline studies, surveys and evaluations within the education sector.
• Analyse quantitative and qualitative data, generate evidence‑based recommendations and produce donor reports.
• Ensure compliance with logical‑framework and results‑based management approaches.
• Collaborate with project partners and stakeholders to integrate findings into program improvements.

Required profile

• Master’s degree in statistics, economics, development studies, social sciences or a related field.
• Minimum 5 years of experience designing and implementing M&E systems for development programmes.
• Proven experience in the education sector and familiarity with EU or similar donor reporting standards.
• Strong analytical abilities and capacity to translate data into actionable insights.

Required skills

• Proficiency with statistical software such as SPSS, Stata and R.
• Expertise in quantitative and qualitative research methods.
• Knowledge of results‑based management and logical‑framework approaches.
