Strategic Planning Expert for SOMINVEST Five-year Plan

About the role

The EU Technical Assistance and Partnership Facility is seeking experienced development and strategic planning experts to design a comprehensive five‑year strategic plan (2027‑2031) for SOMINVEST, Somalia’s investment promotion agency. The assignment will support SOMINVEST in aligning its activities with national development priorities and EU‑funded programmes.

Key responsibilities

• Assess SOMINVEST’s current institutional performance, mandate, capacities, opportunities and challenges.
• Define SOMINVEST’s vision, mission, values and strategic positioning for 2027‑2031.
• Establish strategic goals, outcomes, objectives and key performance indicators.
• Develop a sector‑prioritisation framework to guide investment promotion efforts.
• Formulate an investment attraction, facilitation, retention and after‑care strategy.
• Create a resource mobilisation and partnership framework to ensure institutional sustainability.
• Design a monitoring, evaluation, accountability and learning (MEAL) and reporting framework.
• Prepare a detailed, costed implementation plan and institutional strengthening roadmap.
• Ensure alignment with Somalia’s National Transformation Plan and global best practices.

Required profile

• Proven experience in development planning, strategic planning and institutional strengthening.
• Familiarity with investment promotion, public‑private partnership models and EU development programmes.
• Strong analytical, research and report‑writing skills.
• Ability to work in a multi‑country context (Mogadishu and Nairobi) and adapt to local conditions.
• Fluency in English; knowledge of Somali or French is an advantage.
