Education Specialist - Team Leader

About the role

NTU International A/S is leading a consortium to implement the EU‑funded Higher Education System Strengthening Project II in Somalia. The Education Specialist – Team Leader will guide the core team in Mogadishu to enhance coordination, regulation and sustainability of higher‑education interventions over a 36‑month period.

Key responsibilities

• Lead multi‑stakeholder, large‑scale programmes with budgets exceeding €1 million.
• Develop and monitor results‑based implementation plans, risk matrices and adaptive management strategies.
• Produce high‑quality reports for donors, government bodies and technical audiences.
• Coordinate policy dialogue with ministries of education and national higher‑education councils.
• Facilitate collaboration with international partners such as UNICEF, World Bank, EU and bilateral donors.
• Design and implement coordination mechanisms and quality‑assurance frameworks across national and regional institutions.

Required profile

• Master’s degree in Education, Public Policy or related field (or equivalent Bachelor’s degree with 12 years experience).
• Minimum 7 years designing, implementing or evaluating development programmes, including direct government engagement.
• At least 10 years hands‑on experience with national higher‑education policies, information‑management systems and coordination mechanisms.
• Experience working in fragile or post‑conflict contexts, preferably in the Horn of Africa.
• Excellent written and spoken English; Somali proficiency is an asset.

Required skills

• Advanced proficiency in MS Office.
• Experience with project‑management software such as MS Project.
• Ability to use data visualisation tools for reporting and analysis.
