Finance & Administration Manager

About the role

The International Committee of the Red Cross (ICRC) is seeking a Finance & Administration Manager to ensure the integrity of financial and analytical accounting and to support reporting from the field. Based in Jowhar, Somalia, the role oversees financial resources, premises management, and staff travel for the sub‑structure.

Key responsibilities

• Validate all payments with proper documentation and maintain cash control measures.
• Establish and keep bookkeeping systems and records for the sub‑structure.
• Prepare annual budgets, monthly forecasts, risk reports, and analyse budget deviations.
• Manage premises, ensure passive security measures are functional, and oversee office and residential maintenance.
• Implement risk‑mitigation measures in coordination with technical departments.
• Handle rental, utility, fuel, telephone and internet payments.
• Lead energy‑saving initiatives in collaboration with technical and sustainability teams.
• Support travel arrangements, visa processing and accommodation for ICRC staff.
• Assist Human Resources with interviews, appraisals, absence management and statutory reporting.
• Supervise support staff, manage attendance, and provide training on routine tasks.

Required profile

• Relevant experience in finance, administration or similar roles within an international or humanitarian context.
• Strong organisational and analytical abilities.
• Ability to work collaboratively with technical and HR departments.
• Knowledge of local statutory reporting and remittance requirements.
