Finance Officer

About the role

The Finance Officer supports UNICEF’s financial planning and management processes in Somalia. This temporary appointment ensures that financial transactions are executed accurately, funds are allocated appropriately, and program delivery meets organisational objectives.

Key responsibilities

• Provide operational and technical assistance in the financial planning process, preparing and analysing financial data and estimates.
• Assist in the preparation of budgets and plans for Global Fund grants, ensuring compliance with UNICEF and Global Fund guidelines.
• Review partner budget agreements before signing and allocate funds to Zonal Offices and partners according to approved master budgets.
• Monitor budget expenditures for compliance with codes, guidelines and procedures, and produce regular analysis and reports for management.
• Support program counterparts in reviewing implementing partners’ budgets and financial plans, and monitor compliance with the HACT framework.
• Prepare financial exception reports, investigate anomalies and keep supervisors informed for timely action.

Required profile

• Demonstrated ability to manage and execute financial transactions in a complex, multi‑partner environment.
• Experience supporting financial planning, budgeting and grant management processes.
• Strong analytical skills to assess expenditures, prepare reports and identify irregularities.
• Knowledge of UNICEF financial procedures and the Global Fund budgeting guidelines.
• Ability to work collaboratively with program managers, finance specialists and external partners.
