Governance & Institutional Development Expert (Senior) – Somalia

About the role

NTU International A/S is leading a consortium to implement the EU‑funded Higher Education System Strengthening Project II in Somalia. The Governance & Institutional Development Expert will support the core team in strengthening the capacity of Somalia’s higher‑education system for better coordination, regulation and sustainability.

Key responsibilities

• Design and reform governance structures for higher‑education institutions, including the creation of commissions or councils.
• Facilitate strategic planning, sustainability and change‑management processes across federal, Puntland and Somaliland regions.
• Engage political and administrative stakeholders to build consensus around institutional reforms.
• Provide technical guidance on institutional governance and organisational change management.
• Monitor and evaluate the impact of governance interventions throughout the 36‑month contract.

Required profile

• Degree in public administration, organisational development, higher‑education management or a related discipline.
• Training in institutional governance and organisational change management.
• In‑depth knowledge of Somali political and administrative structures.
• At least 10 years of experience strengthening governance and organisational capacity in public institutions or higher‑education settings.
• Proven track record of designing or reforming governance structures and working with political stakeholders.
