Head of Clinical Services

About the role

The Ministry of Health (MoH) Puntland is seeking a Head of Clinical Services to provide strategic clinical leadership at Garowe General Hospital. The role ensures safe, effective, equitable, evidence‑based, and patient‑centered care across all medical departments.

Key responsibilities

• Develop, implement, and supervise a comprehensive Quality Management and Continuous Quality Improvement (CQI) system aligned with MoH policies, national clinical guidelines, SOPs, and WHO standards.
• Monitor compliance with clinical standards, conduct clinical audits, and promote evidence‑based practice.
• Strengthen patient safety initiatives and lead multidisciplinary teams to improve clinical outcomes.
• Act as the senior technical authority on all clinical and medical matters, reporting directly to the Hospital Director.

Required profile

• Doctor of Medicine (MD) or equivalent from a recognized university.
• Post‑graduate clinical specialization (Specialist Physician) in a relevant discipline.
• Valid Puntland Medical Council/Ministry of Health license and registration as a Specialist Medical Doctor.
• Minimum 7 years of progressive clinical practice after specialization, including at least 3 years in senior clinical leadership or hospital management.

Required skills

• Strong knowledge of clinical governance, hospital management, and quality improvement.
• Experience with patient safety programs and multidisciplinary team leadership.
