Senior Education Management Information Systems Specialist (HEMIS)

About the role

The Higher Education System Strengthening Project II in Somalia seeks a senior specialist to lead the design, implementation and operation of education‑sector Management Information Systems. The role supports the project’s objective of strengthening higher‑education coordination, regulation and sustainability.

Key responsibilities

• Design, develop and maintain databases, dashboards and reporting tools for higher‑education indicators.
• Train end‑users in data entry, analysis and reporting.
• Ensure system functionality in low‑resource environments with limited bandwidth or power.
• Produce data‑driven reports that inform planning and policy decisions.

Required profile

• Degree in information systems, computer science, statistics or data management; postgraduate qualification in education statistics or data analytics is an advantage.
• At least 10 years of experience developing and operating education‑sector MIS, including higher‑education indicators.
• Demonstrated ability to design databases, dashboards and reporting tools and to train users.
• Experience working in low‑resource settings.
