Senior Technical Advisor & Junior Expert – Jubbaland Aid Coordination Policy

About the role

The European Union‑Somalia Technical Assistance and Partnership Facility (TAPF) is seeking a Senior Technical Advisor and a Junior Non‑key Expert to develop a comprehensive State Aid Coordination and Management Policy for the Jubbaland State. The assignments will be based in Kismayo and will support the Government of Jubbaland in aligning external assistance with its development priorities.

Key responsibilities

• Design and draft the Jubbaland State Aid Coordination and Management Policy framework.
• Analyse existing aid flows and identify gaps in coordination.
• Provide technical guidance to the Jubbaland authorities on policy implementation.
• Facilitate stakeholder consultations with EU‑funded programmes, government agencies and local partners.
• Prepare reports and recommendations in English for the EU Delegation and the Ministry of Planning, Investment and Economic Development.
• Travel within Kismayo and across Jubbaland to gather data and conduct workshops.

Required profile

• For the Senior Technical Advisor: extensive experience in policy development, aid coordination and government capacity building in fragile or post‑conflict settings.
• For the Junior Non‑key Expert: relevant academic background and at least a few years of experience supporting policy or development projects.
• Fluency in English (written and spoken) is mandatory.

Required skills

• Policy analysis and drafting.

• Stakeholder engagement and facilitation.
• Report writing in English.
