Senior Technical Advisor – Training Curricula & Urban Planning

About the role

The European Union – Somalia Technical Assistance and Partnership Facility (TAPF) seeks a Senior Technical Advisor to design and deliver training curricula that strengthen urban planning capacity for the Bureau of Regional Administration (BRA) staff in Mogadishu. The assignment is a short‑term consultancy of up to 35 working days over roughly two months.

Key responsibilities

• Develop comprehensive training curricula and accompanying materials for urban planning, strategic planning, policy development and municipal service delivery.
• Deliver capacity‑building workshops to BRA staff, ensuring alignment with the Mogadishu Transformation Plan and EU‑funded programmes.
• Coordinate with the Federal Ministry of Planning, Investment and Economic Development (MoPIED) and other key stakeholders.
• Provide technical advice on integrating renewable energy, climate adaptation and natural resources management into training content.
• Prepare progress reports and recommendations for project partners.

Required profile

• Minimum eight (8) years of senior advisory experience in international development, private sector, NGOs or academia.
• At least three (3) prior assignments as a policy or curriculum developer.
• Proven experience in urban planning, strategic planning or municipal service delivery, preferably in fragile or post‑conflict settings.
• Strong understanding of EU development frameworks and the Somali national transformation agenda.
