Technical Assistance – Organisational Structures & ToR Development (Non-Key Expert)

About the role

The European Union – Somalia Technical Assistance and Partnership Facility seeks experienced non‑key experts to provide technical assistance for the design of organisational structures and the development of terms of reference (ToR) for ministries and public institutions in Hirshabelle State.

Key responsibilities

• Review existing organisational arrangements, legal mandates and reporting relationships of ministries and public institutions.
• Conduct interviews, focus groups and capacity assessments with relevant stakeholders.
• Develop standardised organisational structures and governance arrangements aligned with the Hirshabelle State Development Plan II.
• Draft comprehensive ToR for directorates, ministries and key positions.
• Facilitate validation workshops and incorporate stakeholder feedback into final documents.

Required profile

• Proven experience in institutional governance, organisational design or public‑sector reform.
• Familiarity with Somali governmental structures and development planning is an advantage.
• Ability to work collaboratively with government officials and international partners.
