VAM Officer - Economic, Market & Food Security Analyst (Consultant Level II)

About the role

The World Food Programme (WFP) Somalia is hiring a Consultant Level II VAM Officer (Economic, Market & Food Security Analyst) based in Mogadishu. The post leads the market and economic analysis pillar within the Country Office VAM team and acts as focal point for food security analysis, preparedness and response, and for oversight and technical advice on assistance planning and targeting. It sits under the head of the Vulnerability Analysis and Mapping unit.

Key responsibilities

• Guide and supervise teams on food security assessments, survey design, sampling and statistical analysis.
• Strengthen the market and economic monitoring system, covering coverage, reporting and key indicators.
• Oversee data-driven beneficiary targeting, including statistical models and scoring algorithms, and update targeting manuals, guidelines and SOPs.
• Provide training and capacity building for data-driven targeting, and manage cross-sectional and longitudinal food security assessments and experimental research.
• Update data quality assurance systems and train national and area office teams, including partners, on tools such as MoDA (Mobile Operational Data Acquisition).
• Manage the country-level market price database, run time series analysis and automate data collection and visualization with MODA, Tableau or dashboards.
• Coordinate with technical agencies to monitor and update the Minimum Expenditure Basket and adjust food and MPCA assistance transfer values.
• Update SOPs for market price monitoring, market functionality monitoring and exchange rate and fuel price trends.
• Plan capacity-strengthening training for national staff and contribute to the Cash, food security and OIM working groups, as well as to IPC analysis workshops and reports.
• Contribute to discussions on a single registration and referral scoring system, and collaborate with ministries and stakeholders on market, commodity flows and cross-border trade monitoring.

Deliverables at end of contract

• Revised and validated household targeting models for food and multi-purpose assistance, and leadership of the targeting workstream of the HCT reform task team.
• Assistance prioritization analysis and oversight of annual implementation plans.
• Literature reviews and a study on the recommended duration of cash assistance.
• Joint market and economic monitoring systems with the Cash Working Group, and updated transfer values for food, MPCA and nutrition cash top-ups.
• Capacity-strengthening for the National Bureau of Statistics and monitoring of its implementation.
