Local Community Engagement Expert

About the role

The United Nations Human Settlements Programme (UN-Habitat) is seeking a Local Community Engagement Expert to strengthen community‑based planning and coordination in Baidoa, Somalia. The consultant will support the implementation of durable solutions for internally displaced persons by improving access to housing, land and basic services.

Key responsibilities

• Facilitate meaningful engagement between local communities, municipal authorities, traditional leaders and durable‑solutions partners.
• Enhance coordination of housing, land and property initiatives within the National Solutions Pathways Action Plan.
• Support the development of community‑driven plans that address informal settlements, slums and displacement challenges.
• Provide technical advice on access to services, area‑based coordination and monitoring of project outcomes.
• Document best practices and lessons learned to inform UN‑Habitat’s broader urban sustainability strategy.

Required profile

• Proven experience in community engagement, urban planning or humanitarian programmes, preferably in displacement contexts.
• Strong knowledge of housing, land and property issues in low‑resource settings.
• Ability to work effectively with local authorities, NGOs and other duty‑bearers.
• Excellent communication and facilitation skills in multilingual environments.
