Costed Implementation Framework Consultant – Somalia SRHR BCC Strategy

About the role

The United Nations Population Fund (UNFPA) seeks an experienced individual consultant to develop a comprehensive, evidence‑informed costed implementation and resource mobilisation framework for the Somalia SRHR Behaviour Change Communication (BCC) and Advocacy Strategy 2026‑2030. The assignment is home‑based with occasional travel to Mogadishu and must be completed within 10 days.

Key responsibilities

• Review the SRHR BCC and Advocacy Strategy, related policies and interventions to identify activities requiring costing.
• Design a costing methodology covering categories, unit costs, target populations, geographic coverage and assumptions.
• Conduct activity‑based costing for interventions such as community engagement, media, BCC materials, capacity building, youth activities, MEL and coordination.
• Produce a five‑year costed implementation plan with annual budgets for 2026‑2030.
• Analyse resource gaps, financing gaps and priority investment areas, and propose resource‑mobilisation opportunities.
• Validate findings with UNFPA and stakeholders and deliver a final framework including an editable Excel costing tool.

Required profile

• Master’s degree in public health, health economics, social/behavioural sciences, development studies, economics, communication, programme management or related field.
• Minimum 7 years of professional experience in programme costing, SRH/health programming, SBCC/BCC, health economics or related areas.
• Proven experience in activity‑based and multi‑year budgeting, costing national or sub‑national strategies and resource‑gap analysis.
• Experience working with UN agencies, governments or international development organisations is desirable.

• Excellent report‑writing and data presentation skills.
• Proficiency in English (spoken and written).
• Advanced use of Excel for costing and budgeting.
