Education Management Information Systems Specialist (Senior)

About the role

NTU International A/S is leading the EU‑funded Higher Education System Strengthening Project II in Somalia. The project seeks a senior specialist to design, implement and maintain an Education Management Information System (EMIS) that supports higher‑education coordination, regulation and sustainability.

Key responsibilities

• Design and develop databases, dashboards and reporting tools for higher‑education indicators.
• Train end‑users on data entry, analysis and reporting functionalities.
• Ensure system performance in low‑resource environments with limited bandwidth and power.
• Produce data‑driven reports to inform planning and policy decisions.
• Maintain compliance with data protection and privacy standards.

Required profile

• Degree in information systems, computer science, statistics or data management; postgraduate qualification in education statistics or data analytics is an advantage.
• Minimum 10 years of experience developing and operating education‑sector MIS, with a focus on higher‑education indicators.
• Proven ability to work in low‑resource settings and to deliver functional systems under constraints.
• Strong analytical mindset and capacity to translate data into actionable insights.
