Health Financing Specialist

About the role

The Health Financing Specialist will support Somalia’s Federal Ministry of Health (FMoH) in assessing and strengthening the country’s health financing system. This 1‑year consultancy, based in Mogadishu with occasional travel, aims to develop a prioritized plan for reforms and build institutional capacity.

Key responsibilities

• Conduct a comprehensive assessment of the current health financing landscape, including revenue mobilisation, pooling, and strategic purchasing.
• Analyse reports, fiscal data and stakeholder inputs to identify gaps and entry points for reform.
• Develop a prioritized health financing support plan with recommendations on domestic resource mobilisation, fiscal flows, budget execution, accountability and efficiency.
• Lead policy and institutional capacity‑building activities for FMoH and state‑level officials.
• Facilitate stakeholder consultations, workshops and training sessions to enhance technical and managerial skills.

Required profile

• Advanced degree (Master’s or higher) in health economics, public health, health financing or a related field.
• 8‑10 years of professional experience in health financing, public financial management or fiscal policy in LMICs, preferably in fragile or post‑conflict settings.
• Proven track record of designing and implementing health financing reforms.
• Strong analytical abilities in cost‑analysis and both quantitative and qualitative research.
• Excellent drafting and communication skills in English; Somali is a plus.
• Ability to work in insecure and logistically challenging environments.
