Program Specialist – Gender Inclusion & Women Empowerment

About the role

The Danish Refugee Council seeks a Program Specialist to lead gender equality, inclusion and women’s empowerment (GEWE) across its Water for Resilience (W4R) programme. The specialist will use contextual knowledge, technical expertise and partnership skills to embed gender‑responsive approaches throughout project design, implementation and monitoring.

Key responsibilities

• Coordinate and mainstream GESI principles in all W4R activities under the guidance of the MSD Manager.
• Lead the design, implementation and measurement of gender‑transformative programmes, including MEAL systems.
• Serve as the compliance focal point for protection against sexual exploitation and abuse (PSEA) and provide related training.
• Conduct research, evaluations and GESI analyses to inform policies and baseline assessments.
• Support private‑sector collaborations to improve women’s access to gender‑responsive financial and market services.
• Facilitate capacity‑building for water committees, women’s and youth networks, and civil‑society partners.

Required profile

• Strong understanding of gender equality, disability inclusion and women’s empowerment in humanitarian contexts.
• Proven experience in designing and monitoring gender‑responsive programmes.
• Ability to work closely with programme managers, corridor managers, partners and government stakeholders.
• Experience in leading advocacy, training and technical back‑stopping for gender‑sensitive approaches.
