Programme Policy Officer – Human Capital Development

About the role

The Programme Policy Officer – Human Capital Development (Consultant Level II) will be based in the WFP Country Office in Mogadishu, supporting school feeding and social protection programmes. The role combines policy engagement, operational learning, partnership management and capacity strengthening.

Key responsibilities

• Serve as the principal technical focal point for donor‑funded initiatives such as World Bank, FCDO and Global Shield programmes.
• Provide strategic and operational leadership for WFP’s school meals portfolio, ensuring alignment with national priorities and donor commitments.
• Support policy dialogue on social protection reforms, digital financial inclusion and women’s economic empowerment.
• Lead integration of school meals with broader social protection and nutrition programmes, including the ECCT pilot.
• Represent WFP in technical working groups, policy forums and inter‑agency platforms.

Required profile

• Advanced university degree in Social Protection, Public Policy, Economics, International Development, Education, Nutrition or related field (or equivalent experience).
• At least five years of relevant experience in programme management, government engagement and donor coordination (seven years if holding only a first degree).
• Fluency in English (C level); intermediate knowledge of a second UN language is a plus.

Required skills

• Strong analytical ability to conceptualise complex issues and produce data‑driven reports.
• Experience in social protection systems and implementation of World Bank‑funded projects.
• Proven capacity to develop and strengthen social registries, beneficiary targeting and data‑management approaches.
