Senior Education Management Information Systems Specialist

About the role

The Higher Education System Strengthening Project II in Somalia seeks a senior specialist to lead the design, implementation, and maintenance of education management information systems. You will work closely with the core project team to ensure data-driven decision‑making for higher‑education coordination, regulation, and sustainability.

Key responsibilities

• Design, develop, and operate education‑sector MIS, including databases, dashboards, and reporting tools.
• Train local users on data entry, analysis, and system maintenance.
• Produce data‑driven reports to support planning and policy formulation.
• Ensure system functionality in low‑resource environments with limited bandwidth and power.
• Maintain compliance with data protection and privacy standards.

Required profile

• At least 10 years of experience developing and operating education‑sector management information systems.
• Proven experience with higher‑education indicators and data analytics.
• Experience working in low‑resource or challenging environments.
• Degree in information systems, computer science, statistics, or data management; postgraduate qualification in education statistics or data analytics is an advantage.
