Technical Consultant – Organisational Structures for Hirshabelle State

About the role

We are seeking experienced consultants to provide technical assistance for the development of organisational structures and terms of reference (ToR) for ministries and public institutions in Hirshabelle State, Somalia. The assignment supports the EU‑Somalia Technical Assistance and Partnership Facility and aims to strengthen institutional governance and effectiveness.

Key responsibilities

• Conduct a kick‑off meeting and review background documents to produce an inception report.
• Assess existing legal mandates, organisational arrangements, and institutional capacities through interviews and focus groups.
• Perform functional analysis and design standardised organisational structures, reporting lines and governance arrangements.
• Facilitate consultation workshops, incorporate feedback and draft comprehensive ToR for directorates and key positions.
• Lead validation workshops and finalise all documentation for publication.

Required profile

• Proven experience in public‑sector organisational design, institutional assessment or governance consulting.
• Familiarity with Somali government structures and development frameworks such as HSDP II.
• Ability to work collaboratively with multiple stakeholders and achieve consensus on institutional arrangements.
