Education Specialist – Team Leader (Higher Education Project)

About the role

NTU International A/S is leading a consortium to implement the EU‑funded Higher Education System Strengthening Project II in Somalia. The Education Specialist – Team Leader will guide a multi‑stakeholder programme aimed at improving coordination, regulation and sustainability of higher education interventions.

Key responsibilities

• Lead the design, implementation and monitoring of a €1M+ higher‑education programme across national and regional bodies.
• Develop results‑based work plans, risk matrices and adaptive management strategies.
• Coordinate policy dialogue with ministries of education, national councils and international partners such as UNICEF, World Bank and EU donors.
• Produce high‑quality technical and donor reports, ensuring compliance with international quality‑assurance standards.
• Facilitate harmonisation of standards and accreditation processes across diverse institutions.

Required profile

• Master’s degree in Education, Public Policy or related field (or equivalent experience).
• Minimum 7 years of experience designing and managing development programmes, with at least 10 years in national higher‑education policy implementation.
• Proven track record in fragile or post‑conflict contexts, preferably in the Horn of Africa.
• Excellent written and spoken English; Somali is an asset.

Required skills

• Advanced proficiency in MS Office.
• Experience with MS Project or similar project‑management software.
• Ability to create data visualisations for reporting and decision‑making.
