EMIS, Data Systems, and Digital Learning Specialist

About the role

EDC is seeking an EMIS, Data Systems, and Digital Learning Specialist to lead the technical design of the Teacher Professional Development Plan (TPDP) for Somalia. The role focuses on creating scalable, low‑bandwidth digital solutions and integrating them with the national Education Management Information System.

Key responsibilities

• Provide technical design inputs for EMIS, data systems, and digital learning components of the TPDP.
• Develop specifications for CPD tracking fields, module coding, and reporting protocols within the EMIS.
• Support architecture design for the National Teacher Registry and digital CPD records.
• Advise on offline‑capable learning platforms and module libraries suitable for low‑connectivity environments.
• Contribute to blended and radio‑based learning delivery models for teacher professional development.
• Draft functional specifications for CPD record portals, mobile data platforms, and related digital infrastructure.
• Ensure alignment of data systems and digital tools with monitoring, reporting, and implementation needs across work packages.

Required profile

• Proven experience designing and implementing EMIS or large‑scale education data systems.
• Strong understanding of teacher professional development processes and competency frameworks.
• Experience working in low‑bandwidth or geographically dispersed contexts, preferably in humanitarian or development settings.
• Ability to collaborate with ministries, NGOs, and technical teams.
