Finance and Resource Mobilization Specialist

About the role

The Finance and Resource Mobilization Specialist will support EDC’s education consultancy in Somalia to develop a realistic, costed and financially sustainable National Teacher Professional Development Plan. Working closely with the Ministry of Education, Culture and Higher Education, the specialist will design financing strategies that align with government budgets, donor cycles and long‑term implementation needs.

Key responsibilities

• Lead the creation of the TPDP financing strategy, identifying funding options, phasing and sustainability pathways.
• Advise on integration of CPD costs into the national budget and the establishment of a recurrent budget line.
• Design donor coordination mechanisms to align short‑term funding cycles with the multi‑phase rollout.
• Prepare activity‑level cost estimates, unit cost assumptions and financial planning inputs for all implementation phases.
• Provide technical input on pooled funding approaches, financing architecture and resource mobilization options suitable for the Somali context.
• Ensure financial plans are synchronized with implementation timelines, institutional responsibilities and work‑plan milestones.
• Guide the team on World Bank fiduciary requirements and other relevant financial compliance considerations.

Required profile

• Proven experience in financial planning and resource mobilization for large‑scale education or development programmes.
• Strong understanding of government budgeting processes and donor coordination in low‑resource settings.
• Ability to produce detailed cost estimates and develop sustainable financing models.
• Familiarity with World Bank fiduciary standards and international development financing.
