Director of Programs and Operations

About the role

Waafi Hub, a women‑led social enterprise driving inclusive and sustainable economic growth in Somaliland and Somalia, is looking for a Director of Programs and Operations. Reporting directly to the Executive Director, this senior leader will translate the organization’s strategy into high‑impact programmes and efficient operational processes.

Key responsibilities

• Develop annual and quarterly programme and operational plans, budgets and performance targets aligned with Waafi Hub’s strategy.
• Oversee design, implementation, quality assurance, reporting, learning and risk management of all programmes across locations.
• Supervise the Programs, Innovation & Skills teams covering market systems, incubation, climate innovation, TVET and related projects.
• Lead Fund Management & Access to Finance activities, including Sharia‑compliant finance, revolving and blended finance, portfolio monitoring and responsible fund recycling.
• Coordinate Finance, Administration & Operations functions such as budgeting, procurement, logistics, HR, compliance and security while ensuring segregation of duties.
• Guide External Engagement, managing partnerships, investor relations, communications, events and knowledge management.
• Performance‑manage the four functional leads, foster cross‑team collaboration and support staff development.
• Maintain relationships with donors, government bodies, financial institutions and community stakeholders to support resource mobilisation and responsible growth.
• Ensure compliance with contracts, policies, safeguarding, data protection, duty of care and relevant legal requirements.

Required profile

• Senior management experience overseeing programmes, finance, operations and external engagement.
