Team Leader - Somaliland Portfolio Programme

About the role

Palladium is seeking a Team Leader to head the Somaliland Portfolio Programme – Technical Assistance Facility and Flexible Track, funded by the UK FCDO. The role provides strategic, technical and operational leadership for a demand‑responsive technical assistance facility aimed at strengthening Somaliland’s institutional capacity and resilience.

Key responsibilities

• Set overall programme direction and ensure high‑quality delivery of technical assistance and flexible interventions.
• Maintain strong relationships with the FCDO, government agencies, local partners, donors and other stakeholders.
• Oversee programme performance, risk management, governance, reporting and team coordination.
• Adapt programme delivery to changing political, institutional and operational conditions.
• Manage task orders, workplans and ensure timely, effective implementation across Hargeisa and other regions.

Required profile

• Proven experience leading complex, politically sensitive programmes in fragile or conflict‑affected contexts.
• Strong understanding of institutional development, technical assistance and flexible funding mechanisms.
• Excellent stakeholder engagement and partnership management skills.
• Ability to navigate security, access and delivery challenges.
