Monitoring, Evaluation & Research Specialist (Junior)

About the role

The Monitoring, Evaluation & Research Specialist will join the core team of the EU‑funded Higher Education System Strengthening Project II in Somalia. The role focuses on building the capacity of the higher education system through robust monitoring, evaluation and research activities.

Key responsibilities

• Design, implement and maintain monitoring and evaluation frameworks for the project.
• Conduct baseline studies, surveys and evaluations specifically in the education sector.
• Collect, analyse and interpret quantitative and qualitative data to generate evidence‑based recommendations.
• Prepare regular reports and deliverables that meet EU donor reporting requirements and indicator definitions.
• Support results‑based management and logical‑framework approaches throughout the project lifecycle.

Required profile

• Master’s degree in statistics, economics, development studies, social sciences or a related field.
• Minimum five years of experience designing and applying M&E frameworks for development programmes.
• Proven experience conducting research and evaluations in the education sector.
• Familiarity with EU or similar donor reporting standards.

Required skills

• Proficiency in quantitative and qualitative research methods.
• Advanced use of statistical software such as SPSS, Stata or R.
• Training in results‑based management and logical‑framework approaches.
