Associate Finance Officer – Somalia Humanitarian Fund

About the role

The Somalia Humanitarian Fund (SHF) is a multi-donor pooled mechanism managed by OCHA to fund urgent life-saving interventions in Somalia. The Associate Finance Officer supports the implementation of the SHF Accountability Framework, working under the guidance of the Head of the Humanitarian Financing Unit (HFU) and direct supervision of the SHF Finance Officer. The post involves extensive travel to project locations in Somalia and combines finance support with communications and external relations.

Key responsibilities

• Support allocation and financial management of the SHF: review project budgets, grant agreements, budget amendments and no-cost extensions, follow up on financial reports and fund disbursements, and check compliance with UN Financial Rules and Regulations and CBPF guidelines.
• Carry out financial spot-checks, support audits and liaise with partners and third parties on expenditure documents.
• Help develop monitoring plans, take part in field monitoring and update project timelines and results in the Grant Management System.
• Promote knowledge of SHF guidelines and UNFRR, and plan and take part in training for partners and stakeholders.
• Support communications and external relations: prepare public information and donor materials, maintain the SHF website and social media, coordinate donor meetings, draft minutes and help produce annual and interim reports.

Required profile

• Knowledge of humanitarian response, public information and communication.
• Ability to write and speak clearly, tailor communication to audiences and handle sensitive situations diplomatically.
