Durable Solutions Programme Manager - Somalia

About the role

NRC Somalia is looking for a Durable Solutions Programme Manager to lead and oversee the implementation of its Durable Solutions programming in Somalia. The role provides strategic leadership, technical guidance and managerial oversight to ensure the effective delivery, quality and growth of the Durable Solutions portfolio, and may support NRC Kenya on an ad-hoc basis. It is a fixed-term national contract based in Mogadishu.

Key responsibilities

• Manage and strengthen the capacity of programme teams, giving strategic direction and technical guidance on the design and implementation of Durable Solutions programming
• Develop timely, high-quality proposals, reports and programme documentation, and ensure compliance with NRC standards and donor requirements
• Represent NRC externally, build and sustain strategic partnerships with stakeholders and coordination fora, and coordinate resource mobilization
• Provide technical support to colleagues, develop DS training and coach newly recruited staff; contribute to the induction of new staff
• Coordinate and manage the design and implementation of the DS programme, including activities, budget and project documentation, in line with proposals, strategies and donor requirements
• Backstop DS programme staff so that integrated, area-based programming is delivered, and support grant management and regular donor reporting
• Ensure compliance with contractual commitments and document and implement key learnings from projects
• Oversee all new and existing projects in the country portfolio, working with Country and Area Programme teams, CC specialists, managers and coordinators, both remotely and on-site
• Lead programme learning, information management, research and evidence-generation, and promote the use of standards, best practices, partnership approaches, programme tools and MEAL systems

Required profile

• Minimum first-level university degree in Development Economics, Social Sciences or another relevant field
• At least 5 years' experience in a senior project implementation position in a humanitarian or recovery context
• Significant experience in INGOs or the UN assisting IDPs, refugees and returnees with a focus on durable solutions
• Experience with returns and reintegration programmes, and with designing and implementing integrated approaches to durable solutions
• Experience building coalitions and networks, and designing programmes and resource mobilization for multi-year programmes
• Experience in start-up, exit or similar projects
• Fluency in English, written and spoken
• Ability to work in complex, insecure and challenging contexts; knowledge of the displacement context in Somalia

Required skills

• In-depth knowledge of protection and humanitarian standards and legal frameworks
• Solid budgeting skills and experience working with multiple donors such as FCDO, EU, WB, SIDA and DANIDA
• Experience in inter-agency coordination and communication systems

What we offer

• Duty station at one of the NRC area offices (Mogadishu, Kismayo, Galkayo or Hargeisa)
• Fixed-term national contract with travel allowance of 50%
• Salary at grade 9 on NRC's national salary scale
