Programme Manager / Coordinator - AARAN & KOBAC Projects

About the role

HIJRA is recruiting a Programme Manager/Coordinator for a 6-month full-time contract (with possible extension) based in Mogadishu, Somalia. The post holder oversees the implementation of the AARAN and KOBAC projects in Afgooye and Wanlaweyn districts, Lower Shabelle, and reports to the Program Director. The role works closely with the Concern Worldwide team to coordinate field officers and technical staff so that project activities are delivered efficiently, within budget and in line with humanitarian principles.

Key responsibilities

• Lead day-to-day implementation of the AARAN and KOBAC projects and turn the Program Director's strategic direction into workplans and activity schedules.
• Supervise field officers and technical staff (Engineer, Agronomist, Livelihoods Officer, MEAL Officer), assign tasks, monitor performance and provide guidance.
• Coordinate with the partner team, facilitate internal meetings and help integrate cross-sectoral activities such as climate adaptation, livelihoods and nutrition.
• Play a key role in resource mobilization and coordinate with local authorities, partners and cluster coordination meetings.
• Oversee community engagement through Community Resource Committees, ensuring participation, inclusion and feedback mechanisms work.
• Provide oversight of MEAL activities and compile monthly, quarterly and ad hoc reports, flagging risks and delays early.
• Monitor expenditures against approved budgets and work with finance teams on reporting.
• Ensure compliance with humanitarian principles, donor requirements and organizational procedures, and maintain proper documentation for audits.
• Identify operational and security risks, guide contingency planning and escalate major issues to the Program Director.

Required profile

• Undergraduate degree in International Development, International Relations, Business, Economics or a related field; a Master's degree or professional qualification is an added advantage.
• 5+ years of relevant experience in project management, coordination or program support.
• Proven supervisory or team leadership experience.
• Fluent written and spoken English; native or professional working proficiency in Somali is highly recommended.
