Gender and Social Inclusion Specialist

About the role

EDC is seeking a Gender and Social Inclusion Specialist to support the development of Somalia’s National Teacher Professional Development Plan (TPDP). The role will work closely with the Ministry of Education, Culture and Higher Education (MoECHE) and other stakeholders to ensure gender equality and social inclusion are embedded throughout the TPDP design and implementation.

Key responsibilities

• Lead gender and social inclusion analysis within the broader TPDP situational assessment.
• Identify barriers to participation in teacher CPD, focusing on female teachers in rural, nomadic, conflict‑affected areas and Integrated Quranic Schools.
• Provide technical input to make TPDP policies, systems and delivery models gender‑responsive and inclusive.
• Advise on CPD delivery approaches suitable for low‑resource, low‑connectivity, and geographically dispersed settings.
• Support integration of gender and inclusion considerations into stakeholder consultations with MoECHE, Federal Member States, teacher training colleges, teacher associations, Islamic scholar networks and development partners.
• Contribute to the development of inclusive frameworks, tools and recommendations across all work packages.

Required profile

• Proven experience in gender equality and social inclusion within education or development projects.
• Strong understanding of teacher professional development systems and national education policies.
• Experience working in fragile or conflict‑affected contexts, preferably in Somalia or similar settings.
• Excellent analytical, communication and stakeholder‑engagement skills.
