Governance & Institutional Development Expert

About the role

The Governance & Institutional Development Expert will support the core team of the EU‑funded Higher Education System Strengthening Project II in Somalia. The role focuses on enhancing coordination, regulation, and sustainability of higher‑education interventions across federal, Puntland, and Somaliland regions.

Key responsibilities

• Strengthen the capacity of Somalia’s higher‑education system through governance and organisational development.
• Design and reform governance structures, including the establishment of commissions or councils.
• Facilitate strategic planning, sustainability, and change‑management processes tailored to regional contexts.
• Engage political and administrative stakeholders to build consensus around institutional reforms.
• Provide technical guidance on institutional governance and organisational change management.

Required profile

• Degree in public administration, organisational development, higher‑education management or a related discipline.
• Training in institutional governance and organisational change management.
• Knowledge of Somali political and administrative structures.
• At least 10 years of experience strengthening governance and organisational capacity in public institutions or higher‑education settings.
• Proven track record of designing or reforming governance structures and working with political stakeholders.
