Governance & Institutional Development Expert (Senior)

About the role

The Governance & Institutional Development Expert will support the core team of the EU‑funded Higher Education System Strengthening Project II in Somalia. This senior position focuses on enhancing coordination, regulation, and sustainability of higher‑education interventions across federal, Puntland and Somaliland regions.

Key responsibilities

• Design and reform governance structures for higher‑education institutions, including the creation of commissions or councils.
• Facilitate strategic planning and change‑management processes tailored to regional contexts.
• Engage political and administrative stakeholders to build consensus around institutional reforms.
• Provide technical guidance on institutional capacity building and sustainability.
• Monitor and evaluate the impact of governance interventions throughout the 36‑month project period.

Required profile

• Advanced degree in public administration, organisational development, higher‑education management or a related field.
• Minimum 10 years of experience strengthening governance and organisational capacity in public institutions or higher‑education settings.
• Proven track record of designing or reforming governance structures.
• Experience working with political stakeholders to achieve consensus on reforms.
• Knowledge of Somali political and administrative structures.
