Higher Education Expert

About the role

NTU International A/S is leading the EU‑funded Higher Education System Strengthening Project II in Somalia. The Higher Education Expert will join the core implementation team to enhance coordination, regulation and sustainability of higher‑education interventions across the country.

Key responsibilities

• Provide strategic advice to the Ministry of Education and higher‑education commissions on policy development.
• Coordinate multi‑stakeholder initiatives, including public‑private partnerships and donor‑aligned programmes.
• Collaborate with international partners such as UNICEF, World Bank, EU and bilateral donors.
• Lead the design and implementation of quality‑assurance and accreditation frameworks.
• Prepare project reports, analytical briefs and communication material for stakeholders.

Required profile

• Master’s degree in Higher Education Policy, Education Management, Public Administration or related field (or equivalent experience).
• Minimum 7 years of experience in higher‑education policy implementation, with direct advisory roles to ministries or commissions.
• At least 10 years of proven experience in quality‑assurance and accreditation in higher education.
• Experience working in the Horn of Africa, Eastern Africa or post‑conflict environments is an asset.

Required skills

• Project management and reporting.
• Advanced written and spoken English (Somali proficiency is a plus).
• Proficiency in MS Office, MS Project and data‑visualisation tools.
