About the role

The European Union – Somalia Technical Assistance and Partnership Facility seeks experienced consultants to support the development of a comprehensive Climate Change Policy for Jubbaland State. The assignment involves participatory policy design, stakeholder consultations across districts, and establishment of institutional frameworks.

Key responsibilities

• Conduct evidence‑based assessments of climate impacts on Jubbaland’s economy, environment and communities.
• Facilitate multi‑stakeholder consultations at national (Kismayo) and district levels (Dhobley, Dolow, Garboharey).
• Draft, validate and operationalise the Jubbaland State Climate Change Policy, ensuring alignment with the State Development Plan III.
• Support the creation of a Climate Change Coordination Unit within the Ministry of Environment and Climate Change.

Required profile

• Proven experience in climate policy development, preferably in fragile or low‑resource settings.
• Strong knowledge of climate mitigation, adaptation and resilience‑building strategies.
• Ability to work collaboratively with government ministries, civil society, private sector and international partners.
