Monitoring and Evaluation Officer – Sustainable Land Management Project

About the role

The Monitoring and Evaluation Officer will develop and implement M&E frameworks for the Sustainable Land Management in Puntland (SLM‑P) project, funded by KfW and implemented by UNOPS. Reporting to the Programme Manager, the officer will work with project teams and local partners to ensure data‑driven decision‑making and track progress toward land and water sustainability goals.

Key responsibilities

• Conduct field‑level monitoring according to the M&E plan, collecting accurate data on outputs, outcomes and objectives.
• Use geo‑referenced tools, photo documentation and digital platforms to capture infrastructure development and land‑use changes in near real‑time.
• Validate community‑level monitoring findings and support mid‑line, end‑line and annual surveys.
• Enter verified physical and financial data into the project’s digital dashboard for real‑time performance tracking.
• Support the Independent Third‑Party Monitoring team during annual reviews with verified data and logistical assistance.

Required profile

• Bachelor’s degree in Business Administration, Development Studies, Statistics, Public Affairs Management or related field (Master’s degree acceptable).
• Minimum two years of experience in monitoring and evaluation of donor‑funded development projects.
• Experience working in Puntland or other conflict‑affected areas of Somalia is an advantage.

Required skills

• Proficiency with GIS and satellite‑imagery tools for spatial data collection.
• Experience using digital monitoring dashboards and geo‑referenced data collection platforms.
• Strong data analysis and validation skills.
• Ability to train community‑based groups on standardized data collection methods.
