MEAL Officer – Anticipatory Action (AHEAD) Project

About the role
The Danish Refugee Council is seeking a qualified MEAL Officer to lead Monitoring, Evaluation, Accountability and Learning activities for the AHEAD project in Somalia. The role focuses on building a robust evidence base to demonstrate the impact and cost‑efficiency of Anticipatory Action compared with traditional reactive humanitarian responses.
Key responsibilities
- Design and lead country‑level impact evaluations, including data‑collection tools, sampling strategies, statistical and qualitative analyses.
- Manage quantitative data collection using KoBoToolbox and conduct disaggregated qualitative analysis.
- Facilitate ground‑truthing by validating AI‑driven forecasts against community early‑warning indicators.
- Organise after‑action reviews, contribute to case studies and support cross‑country learning through the MEAL Technical Working Group.
- Document co‑design of AAPs and AA mechanisms, track national endorsements and identify advocacy opportunities.
- Implement Community Feedback Mechanisms (call centres, help desks) to capture perceptions of marginalized groups.
- Monitor project indicators such as forecasting accuracy, stakeholder use of forecasts and beneficiary satisfaction.
- Conduct financial and output analyses to assess value for money of proactive interventions.
- Support hard‑to‑reach assessments and develop access strategies for conflict‑affected populations.
- Train staff, partners and community committees on MEAL tools, GDPR‑compliant data handling and conflict‑sensitive monitoring.
- Compile evidence and learning reports for national and global forums.
Required profile
- Proven experience in designing and implementing impact evaluations in humanitarian settings.
- Strong background in quantitative and qualitative data management and analysis.
- Familiarity with AI‑driven forecasting and ground‑truthing processes.
- Experience managing community feedback mechanisms and ensuring inclusivity.
- Ability to conduct financial and cost‑effectiveness analyses.
- Knowledge of GDPR and data protection standards.
- Excellent capacity‑building and training skills.
