Policy Formulation Expert – Southwest State Aid (Non-Key)

About the role

The European Union‑Somalia Technical Assistance and Partnership Facility (TAPF) seeks experienced non‑key experts to develop a comprehensive Southwest State Aid Policy. This 3‑4 month consultancy will support the Ministry of Planning, Investment, and Economic Development (MoPIED) in creating a legally binding framework that aligns humanitarian and development assistance with long‑term state resilience.

Key responsibilities

• Conduct a rigorous desk diagnostic and extract existing coordination typologies.
• Lead the legislative drafting process to produce a State Aid Policy aligned with international best practices, NTP 2025‑2029 and STP 2026‑2030.
• Organise and facilitate four 2‑day stakeholder consultation workshops in Baidoa, Barawe, Dinsor and el‑Barde.
• Integrate local vulnerabilities and community priorities into the policy draft.
• Develop an evidence‑based strategic framework, including a Theory of Change and a State Performance Monitoring Plan.
• Translate the final policy from English into Somali.

Required profile

• Proven experience in public policy formulation, legislative drafting or aid coordination.
• Familiarity with the humanitarian‑development‑peace (HDP) nexus and state‑level aid architecture.
• Experience working in Somalia or comparable fragile contexts.
• Strong analytical, facilitation and report‑writing abilities.
• Fluency in English and Somali (for translation).
