Program Manager – Market System Development (W4R)

About the role

The Danish Refugee Council is seeking a Program Manager to lead Market System Development within its four‑year Water for Resilience (W4R) programme in Somalia. The role provides technical, operational and strategic leadership to improve sustainable access to safe, affordable water for rural and peri‑urban agro‑pastoral communities through private‑sector engagement and market‑system strengthening.

Key responsibilities

• Lead water market system assessments, ecosystem mapping and corridor diagnostics throughout the programme lifecycle.
• Analyse market failures, identify growth opportunities and design interventions for water service providers, water companies, community water committees and related SMEs.
• Develop and oversee a portfolio of market‑system development activities, including business diagnostics, capacity gap analyses and tailored Business Development Service packages.
• Facilitate strategic partnerships among private‑sector actors, government bodies and financial service providers to promote climate‑resilient, inclusive business models.
• Support the creation of private‑sector platforms and learning networks to encourage peer learning and sector collaboration.

Required profile

• Proven experience in market‑system development, private‑sector engagement and water‑sector programmes, preferably in humanitarian or development contexts.
• Strong understanding of climate‑resilience, governance strengthening and catalytic financing mechanisms.
• Demonstrated ability to lead multi‑stakeholder initiatives and deliver results in complex environments.
