Small Grants Programme National Coordinator (NPSA8)

About the role

The UNDP Small Grants Programme (SGP) is implemented on behalf of the Global Environment Facility (GEF) and channels grants to NGOs and community-based organizations to address climate change, biodiversity conservation, protection of international waters, persistent organic pollutants and land degradation. The National Coordinator reports through a matrixed structure to the Resident Representative (or Deputy) and the SGP Regional Programme Specialist, and oversees SGP implementation at country level, including direct supervision of the SGP Programme Associate/Assistant and coordination of the National Steering Committee.

Key responsibilities

• Manage the SGP Country Programme team, supervise the Programme Associate/Assistant, set annual performance parameters and learning objectives, and prepare the annual work plan and budget proposal
• Formulate, implement and review the Country Programme Strategy, and manage grant allocations and the country operating budget in line with SGP procedures and UNOPS rules
• Monitor and evaluate the programme and projects, and report to the Central Programme Management Team on implementation, monitoring, finance and audit
• Organize stakeholder workshops, work with CSOs and CBOs on project proposals, and authorize and manage project planning grants
• Monitor grant projects, visit grantees in the field and support them with technical and operational guidance
• Link SGP with GEF projects and other donors, and build resource mobilization and partnership strategies with government, donors and partners
• Document lessons learned, share knowledge with grantees and support their capacity building and networking
• Handle administrative tasks such as procurement and travel in line with SGP rules
