Senior Technical Advisor – Training Curricula Development

About the role

The European Union Technical Assistance and Partnership Facility seeks a Senior Technical Advisor to design and deliver training curricula that strengthen urban planning and women’s leadership capacities within the Mogadishu and Banaadir Regional Administration (BRA) context.

Key responsibilities

• Prepare and formulate an Urban Planning Capacity Development Training Curriculum in coordination with municipal and regional authorities.
• Develop a Women’s Leadership and Participation in Local Governance Training Curriculum, engaging relevant MDAs and district authorities.
• Conduct stakeholder consultations to ensure curricula reflect local needs and EU objectives.
• Deliver training materials and support capacity‑building sessions for staff in Mogadishu and BRA.
• Produce reports and documentation in English within the stipulated timeframe.

Required profile

• Proven experience as a senior technical advisor in urban planning, capacity development, or local governance training.
• Demonstrated ability to design curricula and training programmes for public sector audiences.
• Strong familiarity with EU development frameworks and the Somali institutional context.
• Fluent in English (working language of the assignment).
