Construction Engineer – Water & Livelihood (RMF)

About the role

The RMF Construction Engineer will support Save the Children’s regional migration fund response in Togwajale, Hargeisa district, Somaliland. The role provides high‑quality technical assistance for water and livelihood infrastructure, including design, procurement and construction management, to strengthen health, water, livelihood and food security outcomes.

Key responsibilities

• Assess, design and develop technical specifications and Bill of Quantities (BOQs) for public water and livelihood infrastructure.
• Manage and supervise contractors and design‑and‑supervision (D&S) firms, ensuring compliance with project standards and timelines.
• Provide capacity‑building and technical guidance to construction staff and local partners.
• Monitor and evaluate construction activities, reporting progress and quality to the RMF Program Manager.
• Coordinate with cross‑sectoral teams to integrate infrastructure work with health, WASH, education and child protection programmes.

Required profile

• Bachelor’s or Master’s degree in civil engineering, construction management, architecture, water engineering or a related field, or equivalent experience.
• Significant technical experience in emergency or fragile‑state contexts.
• Proven experience in water and livelihood infrastructure construction.
• Experience with IGAD, AFDB, KFW or World Bank project management, procurement and contract management.
• Demonstrated ability to work with community‑based systems and multi‑stakeholder environments.
