EMIS, Data Systems, and Digital Learning Specialist

About the role

Education Development Center is seeking an EMIS, Data Systems and Digital Learning Specialist to lead the design of data and technology components for Somalia’s National Teacher Professional Development Plan. The role focuses on creating scalable, low‑bandwidth solutions for tracking and delivering teacher professional development.

Key responsibilities

• Lead technical design of EMIS, data systems, and digital learning components for the TPDP.
• Develop specifications for integrating CPD tracking, module coding, and reporting into EMIS.
• Design architecture for the National Teacher Registry and digital CPD records.
• Advise on offline‑capable digital platforms and blended/radio‑based learning models suitable for low‑connectivity environments.
• Provide functional specifications for CPD portals, mobile data platforms, and related digital infrastructure.
• Collaborate with Monitoring and Evaluation specialists to ensure interoperability of indicators and data systems.

Required profile

• Master’s degree in ICT in Education, Data Systems, or related field.
• Minimum 8 years of professional experience in EMIS design, national teacher registry architecture, or comparable education information systems.
• Proven experience designing offline‑capable digital platforms for low‑bandwidth settings.
• Familiarity with radio, blended, or distance learning models in under‑resourced contexts.
• Prior experience in Somalia or the region is preferred.
