Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme. The role will focus on establishing robust MEL frameworks that drive evidence‑based decision‑making across a complex, multi‑partner environment.

Key responsibilities

• Design and operationalise a comprehensive MEL framework for a donor‑funded, multi‑partner programme.
• Develop indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide learning recommendations to enhance programme effectiveness.
• Support the integration of MEL activities within EU‑funded initiatives and ensure alignment with project objectives.
• Collaborate with stakeholders across Africa and the EU to facilitate knowledge exchange and capacity building.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management, or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Demonstrated experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French or Portuguese is a plus.
