National Cooling Action Plan Expert for Somalia

About the role

The United Nations Environment Programme is seeking a specialist to support the development of Somalia’s National Cooling Action Plan (NCAP). The consultant will work remotely, collaborating with the NCAP coordination team and national stakeholders to ensure the plan is grounded in robust data and realistic policy options.

Key responsibilities

• Collect and analyse data on cooling technologies, energy consumption, refrigerants and socio‑economic drivers across Somalia.
• Identify data gaps and engage public and private actors to validate findings and gather qualitative insights.
• Assess projected cooling demand in light of urbanisation, climate trends and development priorities.
• Contribute to drafting the NCAP, preparing technical inputs and supporting coordination meetings.
• Assist in organising stakeholder workshops, validation events and the preparation of project materials and communications.
• Support research and the development of proposals for international funding programmes.

Required profile

• Specialised data‑collection expert with experience in cooling‑related sectors.
• Familiarity with climate‑friendly refrigerants, energy‑efficiency measures and passive cooling methods.
• Proven ability to work with diverse public and private stakeholders in a remote setting.
