Paralegal & Eviction Taskforce Roster – Mogadishu

About the role

The Norwegian Refugee Council (NRC) is recruiting a roster of Paralegals and Eviction Taskforce Monitors to work on a national basis in Mogadishu. These casual‑staff positions will support the ICLA team in delivering community‑based legal assistance, monitoring eviction risks, and strengthening coordination with local authorities and service providers.

Key responsibilities

• Provide legal information, counselling and referral services to displaced and vulnerable populations.
• Identify cases, raise legal awareness, and support dispute‑resolution follow‑up related to housing, land, property and civil documentation.
• Conduct regular community outreach and field monitoring to detect eviction threats and displacement trends.
• Document cases, collect data and produce timely reports for NRC programme planning.
• Facilitate referrals to relevant government institutions and partner organisations.

Required profile

• Casual‑staff contract; female candidates are especially encouraged to apply.
• Experience or familiarity with community‑based legal assistance, protection concerns, and humanitarian contexts.
• Ability to work closely with NRC ICLA staff, local authorities and other stakeholders.
• Strong communication skills in English (additional local languages a plus).
