Project Manager – Hunger Relief & Resilience Initiative

About the role

The Project Manager will provide strategic leadership and operational oversight for an integrated resilience, food security, and livelihoods programme funded by World Vision New Zealand and other donors. Based in Garowe, the role focuses on transitioning vulnerable households from humanitarian assistance to sustainable, climate‑smart livelihoods.

Key responsibilities

• Lead overall management of resilience, food security, livelihoods, cash assistance, TVET, disaster risk management, water systems, livestock, and economic empowerment interventions.
• Plan, implement, monitor, and adapt project activities to achieve approved outputs and outcomes.
• Coordinate vulnerability‑based targeting, registration, beneficiary verification, and enrolment processes.
• Oversee conditional and unconditional cash assistance, including Cash‑for‑Asset programming.
• Strengthen community institutions such as VSLAs, producer organisations, Farmer Field Schools, Water User Committees, and Disaster Management Committees.
• Ensure participatory approaches and accountability mechanisms reflect community priorities.
• Facilitate coordination with ministries, district authorities, WFP, FAO, NGOs, community leaders, and private‑sector actors.
• Maintain donor compliance, safeguarding standards, and World Vision policies.
• Provide technical leadership for climate‑smart agriculture, livestock, water systems, livelihood diversification, and market systems development.
• Oversee establishment of demonstration farms, home gardens, irrigation schemes, seedling nurseries, poultry enterprises, milk value‑chain activities, and fodder production.
