Senior Performance-Based Maintenance Expert

About the role

The Senior Performance-Based Maintenance Expert will support NTU International in developing and implementing performance‑based road maintenance systems for the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on designing contracts, procurement procedures and financing approaches that improve the sustainability and resilience of road networks across West Africa.

Key responsibilities

• Design and implement performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management and contractor performance monitoring.
• Develop performance indicators, service levels and maintenance monitoring frameworks.
• Prepare bidding documents, technical specifications and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting and performance monitoring systems.
• Support transparent and efficient maintenance procurement procedures.
• Contribute to climate‑resilient and sustainable maintenance approaches for regional and national road networks.
• Coordinate with ECOWAS institutions, national road agencies, contractors and development partners.
• Deliver technical workshops, training sessions and capacity‑building activities.
• Assist in monitoring, reporting and evaluation of maintenance performance and contract implementation.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or a related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management or maintenance contract implementation.
• At least 7 years of experience with performance‑based road maintenance systems or maintenance contract management.
• Proven experience on transport infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.

Required skills

• Knowledge of FIDIC‑based maintenance contracts or similar international contracting frameworks.
• Expertise in performance‑based maintenance contracts and output‑based road contracts.
• Proficiency in maintenance procurement processes and contractor supervision.
• Ability to develop and apply maintenance monitoring frameworks and performance indicators.
