Senior Road Safety Campaigns & Vulnerable Users Expert

About the role

NTU International is seeking a senior expert to lead road safety awareness and behavioural change campaigns targeting vulnerable road users across the ECOWAS region. The role supports the EU‑funded Technical Assistance project to improve transport governance and inclusive mobility in West Africa.

Key responsibilities

• Design and implement road safety awareness campaigns and behavioural change initiatives.
• Provide technical assistance on communication strategies, public outreach programmes, and stakeholder engagement.
• Integrate vulnerable road user considerations into transport policies and road safety programmes.
• Advise on gender‑sensitive and inclusive approaches for women, youth, persons with disabilities, pedestrians, cyclists and other vulnerable groups.
• Develop communication materials, awareness tools and public information campaigns.
• Contribute to road safety studies, analytical reports and policy recommendations.
• Coordinate with transport authorities, civil society organisations, educational institutions, media actors and development partners.
• Support road safety education, community engagement and advocacy initiatives.
• Deliver workshops, consultations and capacity‑building activities related to road safety communication.
• Monitor, report and evaluate the impact of awareness campaigns and outreach activities.

Required profile

• Master’s degree in communications, public health, social sciences, transport safety, behavioural sciences or a related field.
• Minimum 10 years of professional experience in road safety campaigns, public awareness programmes, communication initiatives or social inclusion projects.
• Proven experience working on transport, road safety or social development projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of experience specifically in road safety campaigns, behavioural change communication or vulnerable‑user initiatives.
